Senior policy makers played down the weakness of the ruble on Thursday, arguing that its weakness was natural and the result of external factors rather than the result of any deeper economic malaise.

The currency steadied in morning trade after hitting a four-year low to the dollar a day earlier, underperforming other emerging market currencies that have been hurt by anticipation of a reduction in monetary stimulus by the U.S. Federal Reserve.

The agreement by OPEC member Iran with world powers to put its nuclear program on hold has increased downside risks to the price of oil, the country’s main export. Energy taxes account for half of federal budget revenues.


In contrast to previous ruble slides, however, this time the falls may be as much about a broadly darker economic outlook that reflects declining levels of confidence among investors in a country that has failed to push through serious modernization in many areas.

At current prices, oil revenues still keep Russia’s current account in positive territory so it is also difficult to blame oil prices for the drop generally.

“According to the Central Bank’s estimates [the weakening] is the result of external factors,” Ksenia Yudayeva, first deputy governor of the Central Bank, told journalists.

“In the last three days, I have not seen any serious, exotic things happening,” she added.

The Central Bank has set a goal of shifting to an unfettered ruble free float in 2015, but still conducts automatic interventions to curb volatility. It has lowered its 7-ruble target band for the ruble against a basket of dollars and euros in six small steps this month.

During the 2008 financial crisis, the Central Bank spent $200 billion — or a third of its reserves — in an ultimately futile defense of the ruble that averted financial collapse but deepened the ensuing economic slump.

Officials now show little sign of wanting to repeat that mistake. According to their thinking, a weaker ruble would help restore Russia’s export competitiveness and offer some support to a slowing economy.

On Thursday at 7:30 p.m., the ruble was trading at 33.14 to the dollar, 45.08 against the euro and 38.51 against the dollar-euro currency basket.
Seasonal Impact

Analysts have also attributed the ruble’s weakness in recent days to large foreign debt repayments that will fall due in December, as well as seasonally high imports ahead of New Year holidays.

However, some have also speculated that a tightening of banking regulation, signaled last week by the closure of mid-sized Master Bank, has encouraged more capital outflows. Banking circles have been rife with talk of financial institution blacklists being put together by the Central Bank.

Economic Development Minister Alexei Ulyukayev also played down the ruble’s weakness on Thursday. “This is entirely natural,” he said.

He said the weaker ruble was connected with a downward revision of the country’s current account surplus and was consistent with the Central Bank’s policy shift towards targeting inflation rather than the exchange rate.

A further weakening of the ruble was possible after the end of the monthly tax period. “There is such a possibility, a small one, but it exists,” he said.

Exporters pay major taxes at the end of each month, requiring conversion of foreign currency into rubles. Such liquidity flows are closely watched by traders as they can move the exchange rate.

(Reuters) - World shares rose toward six-year highs on Thursday and the yen languished at fresh lows against the euro and dollar after sentiment was boosted by a batch of strong U.S. economic data.
The signs of an improving U.S. jobs market and more cheerful consumers had spurred Wall Street to a record close on Wednesday, while reinforcing talk the Federal Reserve could start scaling back its stimulus, which supported the dollar.
"Markets have taken on board the view that (U.S.) rates are not going up next year even if they start tapering soon," said Simon Smith, chief economist at FXPro.
As the buoyant mood spread, Japan's Nikkei hit its highest close in nearly six years .N225, and Asian shares outside Japan .MIAPJ0000PUS rose 0.6 percent to reach a one-week high.
In Europe, Germany's DAX index touched an all-time high as trading got underway while the pan-European FTSEurofirst 300 index .FTEU3 was up 0.4 percent and on track to post its third straight month of gains.
MSCI's world equity index, which tracks share moves across 45 countries, gained 0.2 percent, reaching its best level since the start of 2008 .MIWD00000PUS.
DOLLAR DEMAND
In the currency markets, the dollar popped above 102.00 yen for the first time since May 29, while the euro traded just under $1.36 and came within striking distance of 139.00 yen, reaching its highest against Japan's currency since June 2009.
So far this month, both the euro and dollar are up nearly 4 percent on the yen which investors have been selling to raise funds for carry trades as the Bank of Japan remains committed to keeping ultra-loose monetary policy to shore up growth.
The surging greenback, which gains as the heightened tapering expectations push bond yields upwards, was also putting pressure on commodity bloc currencies like the Australian and New Zealand dollars and many emerging market currencies with weak economic prospects.
The Indonesian rupiah hit the 12,000 per dollar for the first time in nearly five years, while the Thai baht slid to the weakest level in 11 weeks. 
INFLATION CONCERN
European bond markets were focused on the outlook for inflation and its implications for the European Central Bank, which holds a policy meeting next week.
Spanish inflation rose 0.3 percent year-on-year in November from zero in the previous month, fuelling expectations that overall euro zone inflation figures, due on Friday, will come out above a 0.8 percent forecast.
"The Spanish inflation figure ... will take a little bit of pressure off the ECB to do something at the next meeting," said Elwin de Groot, senior market economist at Rabobank in Utrecht.
German inflation due at 1300 GMT though could have a bigger influence on market expectations about the ECB outlook. Ahead of that data, 10-year German Bund yields were up 3.5 basis points to 1.74 percent.
Elsewhere, Italian 10-year yields were flat at 4.065 percent before an auction of up to 2.5 billion euros of 2024 bonds. The small amount on offer will ensure a smooth sale, analysts said.
Among commodities, Brent crude was holding above $111 a barrel as supply worries offset the positive outlook for demand from the signs of solid U.S. recovery.
Gold snapped a two-day decline, gaining 0.3 percent to about $1,241.7 an ounce and moving away from a four-month low of $1,227.34 hit on Monday, though the outlook remained weak.

"In view of the apparent improvement in the (U.S.) economy, investors are slowly pulling funds out of gold for better avenues of investment," said Phillip Futures analyst Joyce Liu.

Euro-area economic growth cooled in the third quarter and the European Central Bank cut its main refinancing rate to a record-low 0.25 percent on Nov. 7, based in part on its forecast for “continued, albeit modest, growth in the second half of the year.” ECB President Mario Draghi said a “gradual strengthening of demand for exports” should contribute to growth.
The euro was higher against the U.S. dollar after the data, trading at $1.3596 at 10:05 a.m. in London, up 0.1 percent on the day.
Economists see euro-zone economic growth accelerating to 0.4 percent in the fourth quarter after a 0.1 percent expansion in the three months through September, according to a Bloomberg survey published on Nov. 18. They project a full-year contraction of 0.4 percent.

MADRID — Spanish energy company Repsol would get $5 billion in compensation from Argentina for the expropriation last year of the firm's YPF unit and its vast holdings of unconventional oil and gas fields, a person with direct knowledge of the preliminary deal said Tuesday.

Under terms of the proposal to be considered Wednesday by Repsol's board, the Spanish company would get the money in Argentine bonds denominated in U.S. dollars. In return, it would drop legal action against Argentina for expropriating Repsol's controlling stake in YPF in 2012 without payment, said the person, who was not authorized to disclose details and spoke on condition of anonymity.

Investors on Tuesday cheered the news, sending Repsol shares up 4.28 percent to close at 19.24 euros ($26.03) in Madrid.

News of the deal came late Monday after Repsol executives met in Buenos Aires with government officials from Argentina and Spain and the chief executive of Mexico's state oil company, Petroleos Mexicanos, which holds a minority stake in YPF.

The deal could pave the way for Pemex to join the exploration of the vast Vaca Muerta oil deposit in Neuquen province, where YPF says 15 teams are already extracting more than 10,000 barrels a day.

Argentina's Economy Minister Axel Kicillof, the mastermind behind the YPF expropriation, remained coy about the compensation deal. "The agreement is somewhat confidential because you can't just go around carelessly throwing out values," said Kicillof, who is now leading Argentina's negotiations. "It could affect shareholders and affect the stocks."

Kicillof said that at the time of the takeover, Repsol was too hasty when it demanded $15 billion in compensation and later $10.5 billion.

"The Argentine state acted with a lot of prudence and sobriety," he said. "We're waiting to know more about the company to be able to give it a fair value, but I think Repsol acted rash by giving out just the numbers they wanted."

The values and instruments of the deal will remain secret until Repsol's board votes on the proposal on Wednesday, Kicillof said. He added that Argentina is satisfied with YPF's performance after it seized control of its leading oil company from Spanish hands.

"But we're now here to look forward," he said. "We want to finish determining these values to close this deal once and for all."

The seizure of YPF infuriated Spain and led to harsh criticism of Argentina by the European Union, the United States and some Latin American leaders. Argentina had claimed Repsol SA was not investing enough in the South American country's oil industry — claims vigorously denied by Repsol.

The expropriation of Argentina's national oil company, which was privatized in the 1990s, was hugely popular among Argentines because many blame privatizations and other free-market policies of that decade for the country's economic crisis and debt default in 2001-2002.

Repsol had said its 51 percent stake in YPF was worth $10.5 billion in compensation and sued Argentina seeking payment.

The fight also strained ties between Spain and Argentina, and a statement released by Argentina's economy ministry said negotiators hoped the deal would "contribute to normalize and strengthen the historic ties between the three countries and their companies."

Argentina has the world's third-largest deposits of shale oil and gas, but needs international help to develop them. Only Chevron has so far made a commitment to help develop the fields, and it was subsequently sued by Repsol.

Putin: EU blackmailing Ukraine over halt in trade deal November 22, 2013 12:40


Russian President Vladimir Putin has accused the EU of "blackmailing" and "pressuring" Ukraine over its decision to suspend preparations for a trade pact with the bloc. He added that Ukraine's decision will be clear in the next few days.




"When we heard (I just found out yesterday) that Ukraine has suspended -- not canceled but suspended -- negotiations with the EU and wants to review everything, we heard a threat from the EU to Ukraine up to the point of holding mass protests. This is pressure and blackmail," Putin said at a joint press conference with Turkish Prime Minister Recep Tayyip Erdogan in St. Petersburg.




Putin reiterated Russia's readiness to hold three-way talks with the EU and Ukraine on trade and the economy.




"President Yanukovych suggested that we should have three-way talks on these problems," Putin said. "We are ready to participate in such talks, and this is in a way a test of how serious our European partners' intentions are. It's a test of how ready our European friends are to conduct negotiations on an equal basis, or the absence of such readiness."




Putin added that there "shouldn't be any politicizing" of the situation, adding that Turkey has a "big experience of negotiating with the EU" and Russia will ask the advice of Ankara on how to behave in this situation.




Erdogan smiled, and said it "was a not a joke," as Turkey has 50 years' experience of trade talks with the EU.




Ukraine's integration with the EU is not a political issue, but an economic one, Putin added.




At one point in the press conference, Putin lightened the mood with a joke -- at America's expense.




A Russian journalist brought up the question of a phone call between Ukrainian President Viktor Yanukovych and his Lithuanian counterpart, Dalia Grybauskaite. Grybauskaite's aide, Jovita Neliupšienė, claimed that Moscow had warned Kiev off the EU deal, the journalist said.




Putin replied he had no information about what was said in the call, but added, smiling, that maybe the question should be asked instead to the United States.




"I do not know what the president of Ukraine and the president of Lithuania were talking about. Maybe we can ask our American friends and they can tell us. But they haven't said anything to us yet," Putin said, apparently referring to the latest scandal with the US National Security Agency's surveillance program and their tapping of EU leaders' phones.




Ukraine's government signed a degree Thursday suspending preparations for the association agreement between Ukraine and the EU. Lawmakers said that the decision was taken after Kiev considered the effects of the association on its trade relations with Moscow.




Russia welcomed Kiev's desire to rekindle ties with Moscow, and Putin said that he wasn't completely against Ukraine's association with the EU. The Ukrainian president however said that his country would continue its efforts towards European integration, despite the "difficulties."




Putin said Friday that after Ukraine's decision, the two countries now have a free trade zone agreement.




"It means that in many product groups, very sensitive to both countries, we have zero export and import tariffs. The level of customs protection of our territory in relations with EU partners is very different. We have achieved this status as a result of negotiations within the framework of the World Trade Organization, which were carried out over the past 17 years."




If Ukraine signs a trade pact with the EU resetting its trade tariffs, then this would automatically affect Russia if it keeps its free trade zone with Ukraine, Putin said, adding that this could destroy entire sectors of the Russian economy.




Putin said that the competitiveness of Russian agriculture and a number of other industries had not yet met the European U,nion's requirements. If Ukraine went ahead with its Euro-integration deal, Russia would be forced to cancel preferential tariffs with Kiev, he said.
