Last shuttle Atlantis launch End to NASA 'space jobs'?



NASA Administrator Charles Bolden flanked by Space Exploration Technologies President and Chief Operating Officer (COO) Gwynne Shotwell and Orbital Sciences Corporation’s Executive Vice-President and General Manager Frank Culbertson along with several other NASA officials hosted a news conference on Wednesday Nov. 13 to discuss the closing of the space agency’s Commercial Orbital Transportation Services (COTS) program.

With opening comments starting at 11:30 a.m. EST, the trio were joined by Alan Lindenmoyer, the head of NASA’s Commercial Program, Phil McAlister, the director of Commercial Spaceflight Development with NASA and Frank Slazer the vice-president of Space Systems, Aerospace Industries Association.

“More than two years ago at the end of the space shuttle program two American companies, SpaceX and Orbital Sciences Corporation began work to restore the US’ capabilities in terms of delivering and returning experiments and supplies to the International Space Station, and in so doing – decrease our reliance on foreign launch service providers,” Bolden said during opening remarks at the conference. “Their successes mark the conclusion of NASA’s Commercial Orbital Transportation Services or “COTS” program. They are now clear to begun providing regular transportation services to the ISS.”

Those watching NASA Television were probably a little confused as the space agency had listed the news conference as “Completion of the Commercial Crew and Cargo Program.” Given that commercial crew has yet to launch an astronaut and that commercial cargo is still ongoing under NASA’s Commercial Resupply Services (CRS) contract – it was unclear why the


COTS was incredibly successful with two separate launch vehicles and spacecraft being developed under this initiative. It also served to return the capability of launching cargo from U.S. soil, something which has been lacking since the last space shuttle mission, STS-135 on space shuttle Atlantis, concluded in 2011. COTS was never planned to be a program in which new technologies were to be tested. Rather, it was one designed to validate designs that could replace a portion of the shuttles’ up mass (the amount of cargo delivered to orbit) capabilities.

“We weren’t looking at developing new technology under this program, rather we were looking at utilizing existing technology and I think that COTS has shown that this model works very well,” Lindenmoyer said. “What we’ve shown with COTS is that, while this isn’t the right model to do everything we do at NASA, it certainly is a model that works. I think we made the right choice!’


Orbital’s Frank Culbertson also revealed the name of the next Cygnus spacecraft which will fly to the International Space Station – the C. Gordon Fullerton. That mission is currently slated to launch on Dec. 8, 2013. Fullerton, like Low, was a shuttle astronaut, he piloted the B-52 Stratofortress which deployed a Pegasus rocket in 1991. Fullerton passed away in August of this year.Today’s conference also served as an awards ceremony of sorts with Lindenmoyer, Shotwell and Culbertson each receiving NASA Group Achievement Awards on behalf of the teams/companies that they represent. They were presented with these awards from for their efforts on NASA’s commercial programs.

'Enough is Enough' Anti-war protest calls for Afghan pullout

Military families will deliver a letter to parliament tomorrow calling for troops to be pulled out of the "unwinnable" war in Afghanistan.

More than 30 people who have either lost loved ones there or have sons and daughters serving have written to MPs ahead of tomorrow's parliamentary debate on the conflict's future.

Joan Humphreys, whose grandson Kevin Elliott was killed last year, said there was a growing feeling among military families that the troops should be brought home.

"Politicians now admit it is futile but they still want our young people to go over there and risk their lives ... These deaths are devastating large numbers of families and I just hate the thought of that last soldier dying out there."

Chris Nineham, of the Stop the War campaign, said the number of people with military ties who oppose the war had grown in the past few months.

"More and more mothers, grandads, girlfriends and even ex-soldiers are contacting us wanting to know what they can do to get the troops home from Afghanistan," he said. "They say there is dismay in the forces about it. Everyone knows this is a doomed, futile mission, and people cannot accept that the politicians are forcing their loved ones to risk their lives for it."

Terry Flowers, 79, whose grandson is due to go to Afghanistan within the next three weeks, is one of the people who signed the letter.

"He is only 19 and four weeks and he should not be going out there to fight this war – there is no good reason for us to be there," said Flowers, who served in the army during the Korean war. "A lot of our boys are dying over there as well as all those civilians and it is for nothing. I am just waiting for someone big to admit what is going on and stand up and say enough is enough – but no one seems capable."

In the letter the families say the war has not made the world a safer place.

"If we stay in Afghanistan until 2015 as the government plans hundreds more soldiers and thousands more civilians may die. Politicians who send and keep the British military in Afghanistan should take heed of the majority of the population who want the troops home."

Tomorrow's debate will be one of the first opportunities MPs have had to vote on the war.

Although torture is a very individual and personal action with one person deliberately inflicting severe mental or physical pain and suffering on another, it is also an action which cannot be understood apart from the society in which it takes place.[1] This is not only 

because cultural and social values can prohibit, limit, permit or even encourage its practice but also because the idea of the common good provides the most common rational justification for what would otherwise be morally indefensible. This paper examines the argument for “doing evil in the name of good”, the theological connections between broad-scale socio-political principles and individual actions and the theological principles which provide the foundation for a Christian approach to the claim that the common good can justify torture. The conclusion is that torture can never be justified as an evil done for the common good and this does not rely on the commonly cited reasons of natural law, social justice, a shared humanity or human rights but more specifically and cogently on evangelical themes relating to the call to participate with Jesus Christ in the covenant community of God.

Bullets Over Tripoli 'Media feeds fear as NATO fights war on Libya'



Libyan capital was braced for fresh violence on Saturday night after a day in which at least 37 were killed and more than 400 wounded in a confrontation outside a militia headquarters.

In some of the bloodiest fighting since the overthrow of Muammar Gaddafi, a Misrata militia unit opened fire on protesters who had massed outside their Tripoli base, demanding they leave the city.

Hospitals were overwhelmed with the dead and wounded and prime minister Ali Zeidan appealed for calm, declaring three days of national mourning.

The UN and European Union evacuated non-essential staff from Libyaon Saturday, with foreign embassies going into security lockdown.

Witnesses said that anti-aircraft weapons were fired at the protesters outside the base in the city's Gharghur district, amid conflicting reports of who fired first. The demonstrators, including women and teenagers, many carrying white placards and flags, fled the firing seeking the shelter of nearby houses.

Witness Majdi Elnakua, a photographer, said that he watched as a woman pleaded with her sister to run from the doorway of a nearby house where she was sheltering from the firing. "She was shouting for her sister to come out and run," he said. "Her sister came out, she ran some steps, then a bullet hit her. The force pushed her against the wall and she fell down. She was dead, her blood was on the wall, it was unbelievable."

TV footage showed militiamen deployed around the base firing heavy machine guns from the flatbeds of pick-up trucks. A spokesman for the Misrata militia unit, Taha Basha Agha, insisted that some protesters had been armed and had fired first, shooting from nearby rooftops. He said his unit would stay in its base, telling a TV station: "We will leave in our coffins."

fresh Misratan militia units arrived to bolster its force in the city, taking up positions in the eastern Tajora district. Opposing Tripoli militias, police and army units blocked roads across the capital, deploying tanks on the coastal highway. Skirmishes broke out as night fell, with lines of red tracer fire darting through the sky.

The violence underscores the inability of Libya's government to rein in the powerful militias, who formed during the revolution but have since become a law unto themselves, with the government weak and national congress divided. "I don't see how it can get better. The cause of the violence is always the same, its these militias, all of them, I don't put the finger to a particular one," said Hassan El Amin, a former Libyan dissident who fled back to Britain last year after receiving militia death threats. "Congress is disabled. I don't expect anything from congress."

Elsewhere in Libya, tribal militias and striking army units continued their five-month blockade of the bulk of the country's oil ports, depriving the country of its main source of income. The prime minister was himself kidnapped by a militia force in Tripoli last month and held for six hours before being released by local residents.

On Saturday thousands converged on Tripoli's central Martyrs' Square for an emotional protest, praying for peace, and funerals took place across the city.

Mediation efforts between Tripoli and Misrata leaders were under way but few in the capital expect success.

But the question of when the Fed will slow its bond buys has been one of the biggest influences on the market lately.

Investors have been bracing for anything that could reverse at the last minute the market's year-long rally, which saw the Dow and S&P 500 hit record highs again this week. The S&P 500 is up 26 percent this year and registered a sixth week of gains on Friday.

Fed Vice Chair Janet Yellen, at her confirmation hearing to succeed Chairman Ben Bernanke, suggested any change to the Fed's accommodative policies was not imminent. That lifted stocks, since investors had speculated the Fed could reduce its bond-buying as early as December after robust data on U.S. payrolls and economic growth.

As part of its quantitative easing, adopted more than four years ago, the Fed has been buying Treasuries and other bonds to keep interest rates low and promote growth.

Continued stimulus and ultra-low interest rates have been a big part of the market's advance this year. While any change in that support is expected to be small at first, speculation over its start has caused much market turmoil.

"I'd be looking at those minutes for evidence that they're considering reducing the threshold for raising rates, and I would view that as a hint that they're considering restarting the tapering process," said Barry Knapp, managing director of equity research at Barclays Capital in New York.

The minutes released Wednesday will be from the Fed's October 29-30 meeting. Stocks fell after that Fed announcement, which removed a phrase expressing worries about credit conditions. Some investors interpreted that as a sign the Fed could begin tapering earlier than expected.

Knapp said at this point he doesn't see any tapering by the Fed until next year, but, he said, "We're marching toward an inevitable start to this process."

Retail sales data for October, also due Wednesday, could keep investors on edge given last month's partial U.S. government shutdown, which could affect the coming holiday shopping season.

An earnings report from Macy's (M.N) this week "was big," said Eric Kuby, chief investment officer at North Star Investment Management Corp in Chicago. "What people were worried about was the holiday. And now people are saying, 'Well, maybe the holiday is going to be OK.'"

Besides Home Depot and Best Buy, results are also expected next week from retailer J.C. Penney (JCP.N), which is seen posting a loss, and from Lowe's Cos (LOW.N).

Companies like J.C. Penney aside, consumer discretionary shares have led S&P 500 gains this year and are among the priciest in the index. The sector has a forward price-to-earnings ratio of about 18 while the P/E for the S&P 500 is 15, according to Thomson Reuters StarMine data.

Next week also brings data on consumer and wholesale inflation.

KEY LEVELS AHEAD

If the rally goes on, indexes could soon be bumping up against some significant levels, at least psychologically: the Dow is nearing 16,000, while the S&P is just below 1,800 and theNasdaq a little shy of 4,000.

Analysts say, barring a big surprise from the Fed or the U.S. government, indexes look likely to stay on their upward trend for now.

In addition, some investors could be on the sidelines waiting for an opportunity to come into the market, said Todd Salamone, director of research at Schaeffer's Investment Research. Some gains could come as a result of short-covering.

"Those playing on the short side of the market ... are experiencing serious pain. And therefore, when they're in a losing position, those are candidates for short-covering."

The Huge Statistical Fog makes it necessary to change from instruments to visual navigation - Traps, benchmarks and templates


Between short-term economic indicators which describe only what occurred in the week, others which are manipulated by governments to reflect the message they want to give, and finally others which no longer have any relevance in today’s world, economic reality is at the very least very badly portrayed, even disguised, by these figures followed however by businesses, banks, and even countries. As an example, only currency exchange rate variations make it no longer possible to say if it’s Brazil or the United Kingdom which is the sixth largest world power. This statistical fog prevents dependable navigation which is paramount in these times of crisis.

Whether it be the fruit of intentional manipulation by the players in their efforts to survive or the result of the extreme volatility of the bases for calculation (such as currency values and the US dollar in particular), this trend is, in fact, confirmed.

Reliable and relevant indicators on the world economic, political and social situation are, however, essential in order to get through the crisis without mishap. But those used by governments or businesses are, at best, useless in the current period of major world restructuring and, at worst, harmful. This is why in this GEAB issue our team has decided to detail which indicators reflect the true situation and those which are window-dressing. This work also makes it possible to highlight that it’s not always the indicators themselves which are skewed, but the way in which they are interpreted or the reasons studied which make them change.

In a world where so many “phantom assets” or doubtful debts, so many opaque or worthless derivative products circulate, finance is increasingly disconnected from reality. Financial indicators (particularly stock exchange prices) must therefore be interpreted with the greatest care as we will see further. In the same fashion the weekly soap opera of “economic life” keeps us on tenterhooks, sometimes with the publication of “confidence” or “sentiment” numbers, sometimes with central bank announcements… But fundamentals don’t evolve at this pace and reality has no use for this Coué method consisting of holding onto psychological data. This short-term information has more of an effect of hiding the economy’s profound ill health than to really influence reality as they claim, in particular during this time of major crisis.

As for the true statistics, the way these numbers are calculated sometimes doesn’t reflect the true economic landscape at all: the same applies for example to the unemployment or inflation numbers, two criteria well anchored in reality however and rightly playing a significant role. But as the popular expression says, “in failing to stop the fever one broke the thermometer”. And the question is then to decipher the statistics to have a clearer view, as we will do for the United States below.

As well as the statistics describing the real economy (employment, consumption, volume of international trade, energy consumption, etc) and the virtual share of the economy (de-industrialization, debt), it’s also interesting to consider social and political reality through indicators reflecting poverty, demography, conflicts, political deadlock, etc…

Finally, certain general indicators like Gross Domestic Product (GDP) or rates of exchange should obviously be followed but whilst keeping in mind that the first can be artificially massaged by the “virtual” share of the economy (rotten bank assets for example, or central bank activity) and the second temporarily perturbed by speculation, although in the long run it still really reflects the relative state of various countries’ economies.

In short, it’s a question of keeping a critical eye on the daily statistics we are given. We will apply this precept, mainly to the United States, in the following part because the distortion is the most exaggerated there and as regards Europe it takes place in the Anglo-Saxon media each day.

It’s all the more important to find good benchmarks and eliminate the deception that we are witnessing a real paradigm shift out of the system set up by the United States or, in other words, the collapse of the world that they created. For several decades, in fact, they have held their role only because they could put themselves above rules of the world game thanks to the pre-eminence and indispensable character of their currency: the dollar. The questioning of this advantage has forced them to become just one power like another. That requires a considerable adjustment which, for example, is reflected in the abysmal trade deficit, de-industrialization or the country’s debt, with huge consequences on their ability to influence and standard of living.

The countries in the US sphere of influence, mainly the United Kingdom and Japan, totally aligned on the US economic model’s principles and which have benefited from the aftermath of their patron’s privileged situation, are also suffering. Europe, close to the US economic model, particularly since the fall of the Berlin Wall, but whose integration project is aimed at increasing independence as regards the United States, is partly involved in the maelstrom but has structural characteristics which provide it with the tools to be able to get clear. That said, in 2013, it’s not only the western powers but the whole world which will reel, including those new powers represented by the BRICS in which the bubbles caused by the use of the Fed’s easy money in the US and then the world economy are beginning to appear (1).

As regards the European situation for example, it’s far from perfect with high unemployment, lifeless or negative growth and now a political crisis which is sapping the beginnings of confidence in the Euro markets. Nevertheless, the European countries don’t have as painful an adjustment to make as the United States. In Euroland’s case, the necessary change, far from being finished, has all the same begun to a great extent. Remember that according to our team, the EU doesn’t have a future in its current form, constantly blocked by British procrastination, undermined by uncontrolled expansion mainly driven by Washington, paralysed by sclerotic Brussels institutions, and moreover suffering from a severe democratic deficit. A powerful Euroland, naturally integrated by a common currency, flexible and free of any dead weight, constitutes the new motor capable of breathing life into the dynamics needed to resolve its problems; in this sense, it’s the only future-bearer solution on the continent. As we analyze later, these dynamics which, as LEAP anticipated, allowed it to conquer the storm which beat down on it in 2011-2012 will now, as the Euro crisis becomes a political crisis, allow it to overcome the major political challenge of European integration: its democratization (a democratization without which, despite all its assets, it wouldn’t have a future).

Finally, before giving our recommendations and the GlobalEurometre, we give our analysis of the Korean geopolitical situation, the new proxy battlefield between China and the United States.

Financial markets: an indicator which should be read back to front


So fittingly, let’s start with the symbol of the US recovery, the stock exchange, which posts incredible results: the Dow Jones, the S&P 500 or the Nasdaq indices have either broken their 2008 records, or are very close (2). The one and only reason for this rise is clear and is even officially recognized (3): the stock exchanges only owe their salvation to the Fed whose liquidity injections artificially inflate the stock exchanges. So, it’s about an indicator which is massaged and certainly not reflecting the real economy, the objective being to give renewed confidence through the stock exchanges’ rise and thus revive consumption. It’s not so sure that this goal will be achieved one day whilst consumer confidence remains lower than the lows of the 1995-2007 period (not taking into account that the six month future confidence Index is even seven points lower (4)).

Nevertheless, even this “bright spell”, a priori unquestionable, must be put in perspective. Is it a record when the Dow Jones is compared to gold, in certain aspects a more credible measure than the US dollar?

Or how to be delighted by stock exchange performance when volumes are 40% to 50% weaker than before the crisis and so weak that only casino-like speculation moves prices?

It’s plain to see, stock exchange prices have completely disconnected from the real economy and thus isn’t a relevant indicator any more. It’s illustrative to see that the distortion is the largest in the United States, whereas in Europe the Euro Stoxx 50 Index has stagnated since 2009 like many other European national indices (the CAC40 for example) and that the SSE Composite Index has been falling for more than two years (!) in spite of Chinese dynamism. This indicator’s lack of relevance is further illustrated by the Nikkei’s sudden rise (+40% in less than 4 months) at the time when Japan is at its worst with insupportable debts and a steep trade deficit these last two years. Stock exchange prices, if an indication of anything, is of the degree of the economy’s virtualisation, the speculative phenomenon’s extent, and the degree of a country’s debt. The LEAP team has never attached anything other than very little importance to stock exchange price moves; however, in a certain manner, we could legitimately read their moves contrary to what they are supposed to say: the higher the stock markets, the more catastrophic the true economic situation, and conversely.The numbers thus dissected in the rest of the article are : unemployment, currencies, real estate, trade balance and consumption.

Mother Jones reporter Sarah Posner broke the story this week that George W. Bush is keynoting a fundraiser for the Messianic Jewish Bible Institute, a group with the goal of getting Jews to accept Jesus as the Messiah in the quest to bring about the Second Coming of Christ. Rachel Maddow found it more than a little disturbing a former President of the United States would freely associate himself with a fringe, controversial group like that.

Maddow reminded viewers of the odd history the Bush administration had with apocalypse groups, including a report from 2004 that a top staffer on Bush’s national security council met with apocalyptic groups over their concerns about American foreign policy towards Israel gearing towards the Second Coming.

She said it wasn’t an “accident” U.S. foreign policy under Bush seemed to be fulfilling Biblical prophecy. Maddow reminded viewers of past associations Republicans like John McCain and Glenn Beck have had with these groups, and now George W. Bush is freely associating with them.

“If you like your plan, you can keep your plan.” That was the promise Barack Obama made to insured Americans when stumping for his signature health insurance overhaul back in 2009 and 2010. It’s a promise that’s coming back to sting him now that it isn’t coming true. It was an irresponsible promise, a cowardly cave-in to focus-group findings that it was what Americans wanted to hear. But it didn’t make sense as a promise and didn’t make sense as a description of any plausible insurance reform. While Obama ought to be sorry he said it, the idea of actually trying to make it a policy goal is insane.
To see why, dial back to the salad days of 2008, long before Kathleen Sebelius and her jackbooted thugs were stomping on the American health insurance market. Back then, most Americans had health insurance plans. Most of them were pretty happy with the plans they had. And most of them had no guarantee whatsoever that they would be able to keep their plans next year. Of course, if you take it literally, almost nobody did keep the exact same health plans from year to year: Premiums would go up, or deductibles or copayments would rise, or the precise list of in-network doctors would change. Or if you had an employer-provided plan, perhaps nothing employee-facing would change, but your company would need to cough up more money for health plans, thus depressing earnings indirectly.


That was life. A constantly shifting landscape of insurance plans in which people—justifiably!—lived in fear of losing good coverage. Eliminating that anxiety was one of the main reasons to hope for a proper system of universal health care. But that same anxiety led to the polling and focus-group reports that drove Obama to make his unwise promise.


The Affordable Care Act certainly didn’t include any provisions that prevented insurance companies from deciding to no longer offer certain insurance products.House Republican legislative trolling aside, a law that actually prevented insurance companies from ever withdrawing an insurance product from the market would be extreme regulatory overreach. How would it even work? If insurers were prevented from dropping services from their plans, then they would have no leverage in negotiating with health care providers. Any hospital could demand outrageous reimbursement rates from insurers, safe in the knowledge that it would be illegal for insurers to drop the hospital from their plans. The high costs would swiftly drive the insurance companies out of business; with the insurance companies bankrupted, the goal of preventing people from losing coverage would be vitiated. 


Rather than (foolishly) try to ensure that nobody could ever lose their insurance, the actual Affordable Care Act accelerated the demise of a certain class of plan. Politically, that’s now an embarrassment for the White House. Substantively, it’s a huge achievement.


The ACA cracks down on insurance rescission. It was famously difficult on the old market for people with “pre-existing conditions” to get coverage. That’s because insurance companies don’t want to cover people who are actually sick. Even healthy people generally want health insurance coverage because they might get sick. But an insurance company has no desire to actually foot the bill for a seriously ill person’s medical treatment. Hence, in the individual market the standard practice was to earn a profit selling peace of mind to healthy people, only to pivot as quickly as possible toward cancellation of the plan as soon as major bills started coming in. The ACA, rightly, puts a stop to this scam.


Since insurance companies now won’t be allowed to collect premiums while you’re healthy only to yank coverage when you get sick, they have no choice but to pre-emptively cancel plans that wouldn’t be financially beneficial to actually pay out.


That’s the story of Obamacare “victims” such as Lee Hammack and JoEllen Brothers, loyal Democrats aged 60 and 59 who enjoyed miraculously low premiums until the ACA ruined the party. Hammack and Brothers are certainly entitled to feel miffed about losing their apparently sweet deal. But they ought to reflect on the overwhelming likelihood that their pre-ACA circumstances were a happy illusion. They were both, by their own admission, quite healthy and thus profitable to insure. It’s being canceled now because under the new rules it’s now or never for the insurer. Charging premiums only to yank the policy retroactively is no longer on the table.


Insurance cancellation sob stories have been full of picayune details about new coverage mandates for services the policyholder doesn’t want: gender reassignment surgery, for example, or maternity care for women in their 50s. But no insurer worries about being forced to offer you services that you won’t want to use. New regulations will only lead to policy cancellation if they make the policy unprofitable to offer. And in the majority of cases, that’ll mean the policy is being canceled because it nevermade financial sense for the insurer to actually pay up in the case of major illness.


Clearing the landscape of this kind of mirage insurance and making sure that everyone has proper coverage—which, yes, may be more expensive—is a feature of the Affordable Care Act, not a bug. The White House has every reason to hold its head in shame over the shambolic state of healthcare.gov, but the wave of cancellation letters is part of Obamacare doing what it was supposed to do. There’s little to regret about these plans vanishing from the earth.

Following the central bank’s monthly report, the Bundesbank has downgraded growth forecasts in Germany for both this and next year. However, the institution suggests a recovery for the euro area may well be on the horizon, having recorded a rise in business confidence in May.

Bundesbank cut its December projections for 2013 from 0.4 to 0.3, and stated that growth would amount to 1.5 percent in 2014, a 0.4 percent drop on the previous estimation. The revised figures were “due mainly to downward revisions with regard to the external environment,” said the bank.

The downgrade follows the IMF’s decision to cut it’s 2013 growth forecast in half to 0.3 percent.

“Much will depend on whether the economic situation stabilises in the euro-area crisis countries and whether expansionary forces will gradually gain the upper hand there,” said the central bank’s President, Jens Weidmann. “A sustained upturn in the world economy is just as important as a precondition for the growth path we have assumed.”

Europe’s largest economy narrowly escaped recession through the first quarter, posting 0.1 percent growth, the likes of which was in large part due to private consumption having offset disappointing exports.

The bank wrote in a related statement: “In the euro area the economy appears to be bottoming out. Nevertheless, the Bundesbank sees continuing structural problems as standing in the way of a rapid improvement. This is likely to place a major strain on the German economy, which is integrated into the international division of labour.

“Consolidation and reform efforts appear to be slackening. This could have a negative effect on the financial markets and further intensify the debt crises. Confidence would then be further eroded, which would also have negative consequences for the cyclical outlook for the German economy.”

The bank anticipates the euro area to offer “no meaningful stimuli” to the German economy until 2014 at the earliest. However, despite the euro-area crisis, Bundesbank expect Germany to later this year demonstrate a modest recovery, in large part due to a robust labour market, significant wage increases and slowing inflation.

The House plans to vote Friday on a GOP bill to let insurers continue coverage they've been canceling. Democrats oppose the bill.
